The Iron Man 1 group was brutal, intimidating, and the multicultural aspect lended itself well to expanding upon them an international criminal group focused on getting unique weapons. Even throwing in with Stane was interesting.

Iron Man 1 was a risk for Disney, a $140mio risk so they had to know what they wanted to do. A lot of movie productions don't think about VFX too much until shooting is done (of course there are plans but usually not as detailed as for older movies or The Creator), which also explains the exploding budgets and reshoots that happens more often.
